Learning that the city lacks a backup supply of water, Vera quickly turns her daily effort toward finding how to contact a few of the factions in the city. She asks after the leader Avendelian Combine, impressed by their immediate and heartfelt efforts in restoring the city. She asks also if the pipeworkers are under the banner of a particular guild or noble house and where she might contact them as well. Finally her acquaintance with the minor aristocrats from the Tearoom pays off, bringing them into the loop of her forming plans as well.

If and when she is privy to this contact information, Vera wastes no time in delivering a politely worded letter expressing a wish to construct a new, supplementary water source for Avendel in the form of an aqueduct spanning from the nearest potable water source into the city. Attached to the finely penned parchment are annotated plans depicting what such a thing might look like; a covered channel resting on repeated stone archways.

From the Combine she seeks engineers and builders, from the pipeworkers their expertise and knowledge and from the aristocracy political and monetary backing.

Her letter emphasies the urgency of Avendel's need for water in combatting both thirst and fire hazards, suggesting an effort to establish a temporary supply line of caravans running from the nearest water source to cover the problem until a permanent solution is found.

The letter concludes with an invitation to meet in person to talk discuss the proposal.

Vera's enquiries sets the Guild of Pipeworkers to the task. They inform her that they have decided that the time for hesitation has passed.

As the supply of water from the underworks has existed since before the Guilds and not knowing what has happened to the source they announce their intention to do what they always do when things have been beyond their skills: hire mercenaries and adventurers to stab their way to the problem and fix it for them.

With the Pipeworkers having a plan in place Vera finds little traction in sourcing funding for her own plans. All faith has been put in the plan of the Pipeworkers. Even the more senior members of the Combine refuse her invitation to meet.

Vera responds with some bemusement but little frustration, happy to see something is being done for the crisis. She does stress that the immediate need for water still remains and something ought to be done for that before the hired blades manage to "stab their way to the source of the problem". She also immediately volunteers her time and efforts to help in the pipeworker's initiative.

As for the plans, she keeps them safely in her pack in case they're needed on an occasion in the not-so-distant future...
