Mandatory Magical Merchant Licensing
By order of the Library, all buying and selling of magical goods may only be preformed by those licensed and registered with The Library. Preforming transactions without a license will result in punitive action by The Library.
In addition all licensed magical merchants shall be required to keep detailed records of all dispensed enchanted items, scrolls, wands, staves, robes..and any other object with can be used to preform magical acts. These records must contain the name of the customer, and item purchased. These records are to be maintained by the merchant for a period of 2 years, and must be maintained in such away that they are retrievable for library audit within a 24 hour period.

Eight substantial folios of paperwork are couriered to the Spire in Avendel. The forms, signed in quadruplicate, represent the appropriate registration of both Senderthen Arcane Services stores. They have each been filled out with the highest attention to detail.
Attached is a letter set out on S.A.S. stationary and written in blue ink.
"Dear Magisters,
Please find attached the required registration documents for both outlets currently under the management of Senderthen Arcane Services.
Unfortunately I have been remiss in keeping track of customers previously, not foreseeing the current change in policy.
However I have implemented a thorough record keeping system, including special references for each new and returning customer so that you may more easily parse information vital to your efforts.
Now that I am fully up-to-date with the latest developments in policy I feel that I should also inform you that I am taking a bit of a holiday. I have been meaning to do so for some time and with everything squared it seems like the appropriate time.
Both stores, in Bodkin and Avendel will close until further notice. All unsold stock will be transported and stored securely in Avendel (receipts and details attached.)
All my ledgers prepared to Library standards, though regrettably empty due to the temporary closure, will be available from the Constable’s Office in Bodkin for inspection.
I will of course inform you the moment I intend to reopen.
On a separate note, your representative informed me that Darrach is not considered a substantial threat at present. This is understandable given the might of the Empire and the Imperial Library. However should you consider him to have become more than a nuisance you need only ask me for my help in the matter. I do not wish to waste both my time and yours when, as I was reassured, you so amply have the situation under control.

A further letter is dispatched to Lord Rowley.
“My Lord,
I remember fully the occasion when your permission was granted for the establishment of my store in Bodkin. You expressed that there were few things of which you were afraid. One of those things has come to call in Bodkin, and it was not your ex-wife.
I believe it would be in the interests of the town if my store were to close for a period. Things will progress regardless however this may forestall what is to come for some weeks.
Besides I’ve been in need of a holiday for some time.
It is my hope that in understanding this that you will provide you ascent to the eventual reopening of my humble store.

Increasingly tight restrictions on the trade of alchemical reagents, and extensive inspections performed on arcane merchants have begun to take their toll. The cost of potions and magical wares within Avendel and without nearly doubling in a fortnight.
When asked if all these maddening regulations were really necessary, if really helped protect loyal imperials from the fell clutches Witch-King Darach, Magister Sutharan replied:
"Yes! Yes they do. And with the increased tax do you see as many bandits and adventuring riffraff skulking about invisible, spitting fire, and turning cats into dragons? No, they can't buy that nonsense anymore. In fact, this economic shift may force them consider less destructive professions."

(Assuming word of where to apply for such a license has spread to the general public as of yet, Yvette hands in a form)
For: The Imperial Library
I'd like to apply for a license to both purchase and sell magical trinkets of all sorts.
I was unaware such a license was required up until recently, and have unfortunately traded magical goods in the past to the man known as Amur, working at Lombard's Pawn
